Description
After the October 2024 DANA floods, the municipality needed more than a list of works: a plan to organise the reconstruction and to tell apart what had to be repaired from what had to change so as not to be exposed again. Direct material damage had been limited, but the event revealed a far greater risk: the town centre lies below the level the water reached.
The studio provides operational direction and technical support for the agenda, and from the outset separates two purposes: restoring what the flood damaged and reducing the risk the event brought to light. Each is funded through its own instruments and timeframes; keeping them apart allows every measure to be assigned to its fund with no overlaps.
The strategy rests on the studio’s own evidence, which complements the available mapping: the comparison of topographic surveys before and after the event, the reconstruction of the flood level and a section-by-section freeboard analysis. On that basis a catchment-scale strategy is drawn up —attenuation, defences and channel reshaping— together with a dedicated line of greening and permeable surfaces in the town centre.
The action plan brings together 29 measures —10 for reconstruction, 14 for adaptation and 5 for resilience— around eight operational objectives. Each measure has its objective, status, timeframe and indicators.
